Wireless TEM – Centralized vs Decentralized

One of the most fundamental organizational decisions in enterprise Telecom Expense Management is whether to manage wireless programs centrally or allow individual business units to manage their own carrier relationships and devices. Both models have distinct advantages and tradeoffs — and for most large enterprises, the right answer involves elements of both.

The Centralized TEM Model

In a centralized TEM model, a single corporate function — typically IT or Finance — manages all carrier relationships, rate plans, and device programs across the enterprise. All procurement, billing, and optimization decisions flow through a central team, with a single set of carrier agreements and standardized programs applied enterprise-wide.

Advantages: Maximum leverage with carriers through consolidated spend; standardized programs and policies that simplify governance; consistent cost allocation and reporting; more efficient use of TEM resources. Challenges: Can be slower to respond to individual business unit needs; may not accommodate legitimate regional or business-specific requirements; requires strong central TEM competency.

The Decentralized TEM Model

In a decentralized model, business units or regions manage their own carrier relationships and mobile programs, with limited central oversight. Each unit has flexibility to select carriers and plans that fit their specific needs.

Advantages: Greater flexibility for business-specific requirements; faster local decision-making; can accommodate diverse regional carrier needs. Challenges: Significantly reduced carrier leverage due to fragmented spend; inconsistent programs and policies; higher total cost; difficult to audit and optimize at enterprise scale.

The Hybrid Approach: Best of Both Worlds

Most large enterprises in 2026 operate hybrid models: centralized carrier agreements and contract management that capture leverage benefits, with business-unit flexibility in certain program elements (device choices, local plan management, regional needs). This approach is increasingly supported by TEM platforms that provide both central visibility and business-unit-level reporting and self-service.
